Yangzhou: Lighting Up the "Star" Glow at the Science Museum, Steadying the "Star" Journey Across the Full Chain

On October 22, the opening ceremony of the Yangzhou Autism Awareness Science Museum was held on the third floor of the Yangzhou Municipal Women and Children's Hospital. Representatives from the provincial and municipal Disabled Persons' Federations, the Municipal Health Commission, the hospital leadership, experts from the pediatric rehabilitation and child healthcare psychology departments, and family representatives affected by autism attended the event. Participating leaders jointly lit up the words "Officially Open" and then toured the exhibition hall. The Yangzhou Disabled Persons' Federation stated that the science museum is a concrete measure to implement the Implementation Plan for Full-Process Care Services for People with Autism in Yangzhou (2025–2028), with the focus on addressing the shortfalls in early public education and outreach, and on advancing the shift of care services earlier in the process — bringing science popularization to the grassroots and prioritizing prevention.

Putting Science Education First, So Families Take Fewer Detours

Currently, the prevalence of autism among children aged 0–6 in China is approximately 7‰ (7 per 1,000). According to Yangzhou's application data for basic rehabilitation assistance for children with disabilities, the number of children with autism has been rising year by year; in 2026, 1,037 applications were filed, accounting for more than half of the total number of children with disabilities receiving rehabilitation services that year. In the course of its services, the Yangzhou Disabled Persons' Federation found that the gap in public awareness remains the biggest pain point: many families simply equate autism with "introversion, shyness, a slow-to-warm-up temperament, or problems with family upbringing," and some children therefore miss the golden window for intervention before the age of three.

It was with this reality in mind that the Municipal Disabled Persons' Federation, together with the Municipal Women and Children's Hospital, specially created the Autism Awareness Science Museum — presenting years of policy practice, rehabilitation experience, and service achievements in a systematic, scenario-based, and visualized form, with a focus on serving three groups: ordinary families and students, parents on the rehabilitation journey, and all sectors of society together with leaders at various levels. In the view of the Federation, the value of the science museum lies not in its display panels but in its role as an "advance post": enabling ordinary families to understand one step ahead, helping parents avoid detours, and fostering one extra measure of understanding in society. This is more cost-effective than remediation after the fact, and it is also the first link that must be added to the full-chain care system.

Safety-Net Assistance and Full-Process Services Advancing in Tandem

For families affected by autism, the most tangible support is policies that are accessible and services that can be found. In recent years, the Yangzhou Disabled Persons' Federation has continuously refined its rehabilitation assistance policy system: in 2019, it took the lead in the province in extending the assistance age to 0–17 years, with an annual basic rehabilitation assistance standard of 22,400 yuan per person for autistic children aged 0–6 and 18,600 yuan per person for those aged 7–17; across the city, 15 designated autism rehabilitation institutions have been established, achieving full coverage of services by region. In 2025, Yangzhou issued its full-process care service implementation plan, building a full-life-cycle service system of "screening — diagnosis — rehabilitation — education — employment — residential care — social care." In 2026, the city built 7 self-help and mutual-aid service points for autism, holding 81 activities cumulatively and serving 3,486 person-times, and, relying on the Heng'ai Inclusive Development Center and the Bo'ai Sunshine Home, connected the follow-up services of post-adulthood rehabilitation transition, social integration, and supported employment.

These measures connect, on one end, the "real money" of rehabilitation assistance, and on the other, the urgent difficulties, worries, and hopes of family caregivers. The Federation must both hold the bottom line and deliver services to people's doorsteps; it must attend to children's rehabilitation while also extending toward the full life cycle. This is a livelihood project, and also a question that social governance must answer.

The "Five-Dimensional Guardianship" Must Steadily Catch the "Hands Reaching Out in Mid-Air"

During the tour, the "Five-Dimensional Guardianship" wall drew many participants to a pause: medicine provides methods, the Disabled Persons' Federation provides the safety net, education provides the stage, family provides the foundation, and society provides the soil. "One pair of hands is limited; five pairs of hands are a network," said a responsible official of the Municipal Federation. The official noted that the science museum is not a project that is "finished once built"; in the next step, it will continuously update its exhibition content, systematically compile the Yangzhou White Paper on Services for Children with Autism, and distill the screening and intervention data, the five-dimensional guardianship experience, the practices of the self-help and mutual-aid service points, the explorations in inclusive education and social support, and the genuine appeals of families — improving through practice as it goes, so as to provide a "Yangzhou model" that can be referenced and replicated for the city's full-life-cycle care services for autism.
