规范家庭养老床位服务新规/New regulations for standardizing family elderly care bed services

《家庭养老床位服务基本规范》行业标准于2025年2月1日由民政部发布，旨在规范家庭养老床位服务，促进居家养老服务的专业化、规范化发展。该标准是我国首个关于家庭养老床位的国家标准，适用于面向居家失能老年人设置家庭养老床位及相关服务。

《基本规范》明确了家庭养老床位的功能定位、服务对象、服务主体和服务内容。具体来说，家庭养老床位主要为居家失能老年人提供适老化改造、智能化配置和上门照护服务，服务对象为被评定为轻度及以上失能等级的老年人。服务主体为依法登记且具备失能老年人专业照护服务能力的养老服务机构，并对服务内容、程序及要求进行了详细规定。

此外，《基本规范》还强调了风险防控措施，包括在服务协议中明确安全风险、责任认定及分担机制，以及音视频记录服务过程等措施，确保老年人的权益得到保障。为了确保标准的有效实施，民政部门将加强宣贯培训、试点项目引领和标准实施监督，从而推动家庭养老床位服务的高质量发展。

该标准的出台标志着我国养老服务领域迈出了重要一步，有助于满足老年人居家养老的需求，提高其生活质量。

The industry standard "Basic Norms for Family Elderly Care Bed Services" was released by the Ministry of Civil Affairs on February 1, 2025, aiming to standardize family elderly care bed services and promote the professional and standardized development of home-based elderly care services. This standard is the first national standard in China regarding family elderly care beds, applicable to the establishment of family elderly care beds and related services for disabled elderly people living at home.

The Basic Norms clarify the functional positioning, service objects, service subjects, and service content of family elderly care beds. Specifically, family elderly care beds mainly provide aging adaptation, intelligent configuration, and home care services for elderly people with disabilities at home. The service targets elderly people who have been assessed as having mild or above disability levels. The service subject is a legally registered elderly care service institution with professional care service capabilities for disabled elderly people, and detailed regulations have been made on service content, procedures, and requirements.

In addition, the Basic Norms also emphasize risk prevention and control measures, including clarifying safety risks, responsibility identification and sharing mechanisms in service agreements, as well as measures such as recording audio and video service processes, to ensure that the rights and interests of the elderly are protected. In order to ensure the effective implementation of standards, the civil affairs department will strengthen publicity and training, pilot project guidance, and standard implementation supervision, thereby promoting the high-quality development of family elderly care bed services.
